What is a French font generator?

Does it preserve French accents and ligatures?

Yes. In 'Keep accents' mode, all French diacritics and the ligatures Œ/œ and Æ/æ are preserved unchanged. Accents are never removed or simplified. In 'Strip accents' mode, they are decomposed for cleaner mathematical styling.

Yes. Both Œ and œ are fully supported and never split into separate 'o' and 'e' characters in preserve mode.
